Bac Ninh discusses labour cooperation with Timor-Leste
BAC NINH - Bac Ninh province recently discussed potential labour cooperation with Timor-Leste as the northern industrial hub seeks to address rising workforce demand from businesses operating in its industrial parks.
Le Xuan Loi, Vice Chairman of the Bac Ninh People’s Committee on May 13 met a delegation from Timor-Leste’s Ministry of Labour and Vocational Training led by Rogério Araújo Mendonca, Secretary of State, equivalent to deputy minister level. João Pereira, Timor-Leste’s Ambassador to Vietnam, also attended the meeting.

At the talks, the provincial Vice Chairman said Bac Ninh has a population of more than 3.6 million people, including a labour force of around 1.9 million. About 80% of workers in the province have received vocational or professional training.
The province currently has 15 universities, 32 colleges, 35 vocational secondary schools and 14 vocational and continuing education centres, providing a steady supply of trained workers, particularly highly skilled labour, he said.

Bac Ninh, one of Vietnam’s leading manufacturing centres, has approved investment plans for 35 industrial parks covering nearly 10,500 hectares. Businesses in the province currently employ around 830,000 workers.
The provincial leader said companies in Bac Ninh recruit between 120,000 and 150,000 workers annually, while the local workforce entering working age can meet only about 30% of recruitment demand.
He added that employment conditions and workers’ incomes in the province have continued to improve, with average wages rising by 8% to 10% each year.
“Bac Ninh welcomes and is ready to coordinate with Timor-Leste’s authorities in connecting and recruiting workers in line with business demand and Vietnamese law,” Le Xuan Loi said.
The province would provide favourable conditions for enterprises receiving workers from Timor-Leste to ensure stable and long-term employment opportunities, he added.
Secretary of State Rogério Araújo Mendonca thanked Bac Ninh authorities for hosting the delegation and providing opportunities to study labour demand and working conditions in the province.

He said the delegation also planned meetings with several Vietnamese ministries and central agencies during the visit to discuss mechanisms facilitating legal, stable and long-term employment opportunities for Timorese workers in Vietnam, particularly in Bac Ninh-based enterprises.
Mendonca expressed hope that the discussions would help expand cooperation programmes between Timor-Leste and Bac Ninh in the near future.
