Bac Ninh provincial chairman receives delegation from Shanghai-based WLA Development Foundation
BAC NINH — Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial People’s Committee, on September 24 held a working session with a delegation from the World Laureates Association (WLA) Development Foundation in Shanghai (China), led by its Chief Director Wu Xiangdong.
The WLA Development Foundation is an international non-governmental and non-profit organisation, established in 2017. It currently gathers more than 200 outstanding scientists from 25 countries around the world.

Speaking at the meeting, Wu expressed his strong impression of Bac Ninh’s development potential and strategic location.
He noted that the association is currently collaborating on multiple projects with major corporations and is eager to expand its network of partners in Vietnam, particularly in the fields of smart urban planning, technology transfer, and high-quality human resource training.
During this visit, the delegation aimed to gain deeper insights into Bac Ninh’s development strategy in science and technology, as well as its orientation towards building a smart city.

Specifically, they expressed interest in the potential for developing a smart satellite city in Bac Ninh (linked to the Hanoi area) on a 9.8-hectare site in the former Bac Ninh city (now Bac Ninh ward).
Wu affirmed that the WLA Development Foundation is ready to mobilise a team of international experts in architecture, planning, construction, and science and technology to provide consultancy and support for Bac Ninh in realising its goal of becoming a centrally run city.
He also proposed that Bac Ninh's leadership visit China to explore exemplary urban development models supported by the association.
In his remarks, Tuan expressed his sincere thanks for the association’s interest and goodwill. He also said he admires its global network of renowned scientists and active contributions to promoting innovation.
He highly valued the potential for practical and effective cooperation and expressed hope for strong future collaboration.
Bac Ninh aims to achieve centrally governed city status before 2030, he said, adding the province is actively working on revising its provincial and urban master plans, particularly after the administrative merger with Bac Giang province, with completion expected in the first quarter of 2026.

Regarding the 9.8-hectare project site, the provincial leader proposed that the WLA Development Foundation promptly study and assess the potential for collaboration, considering it a pilot project to kickstart bilateral cooperation.
He also assigned the Department of Construction as the coordinating body to provide information and facilitate implementation.

At the end of the working session, Tuan presented the delegation with a Dong Ho folk painting titled "Buffalo Boy Playing Flute" - a traditional artwork from the famous Dong Ho craft village in Bac Ninh.
He expressed his belief that the two sides would soon turn their commitments into tangible, effective, and meaningful cooperation outcomes.
