Coordination accelerates non-public urban and residential projects
BAC NINH - Provincial authorities in the northern province of Bac Ninh have stepped up coordinated measures to speed up urban and residential developments financed without public investment, prioritising administrative fixes, targeted support and stronger resettlement procedures to cut delays and bring projects into operation faster.
Between 2021 and 2025 the province selected investors and advanced implementation for 123 urban and residential projects covering about 3,777 hectares of land, many of which have already reshaped the urban landscape.

A notable example is the No. 1 New Residential Area project in Lan Mau commune, formerly Luc Nam district and now Bac Lung commune, covering more than 19 hectares and developed by Hanoi-based Kien An Pham Investment JSC.
Located along Provincial Road 293, a key transport artery with strong inter-regional connectivity, the project occupies a prime site and is expected to become an architectural and infrastructure highlight for the area.
To date, major components including land leveling, internal roads, water supply and drainage systems, street lighting and other technical infrastructure have been largely completed, meeting the approved design specifications, technical standards and construction schedule.
Similarly, the Da Mai – Song Mai urban area project in Da Mai ward, developed by DANKO Group JSC, has recorded strong implementation progress.
By mobilising resources and working closely with provincial departments and local authorities, the developer has completed site clearance, paving the way for infrastructure construction to proceed smoothly.
Alongside these projects, several other residential developments in the area are also progressing on schedule, including the Bac Cao Thuong Township Residential Area (formerly Tan Yen district, now Tan Yen commune); Sub-area No. 8 under Subdivision No. 2 in Bac Giang ward; and the Song Khe 2 Residential Area (formerly Song Khe commune, now Tien Phong ward).
All of these projects have completed site clearance and largely finished construction of essential infrastructure components.
While several large developments are near completion, common obstacles such as prolonged approvals, land-clearance and compensation hold-ups, regulatory adjustments and construction handover issues, continue to slow others.

To tackle those bottlenecks, the provincial Department of Construction has adopted a case-by-case problem-solving approach. Projects are being triaged by implementation status and the scale of completed works; those with substantial progress are fast-tracked for final legal clearances and handover so they can begin operations and attract secondary investment quickly.
The Chairman of the provincial Peoples’ Committee formed a multi-sector working group led by the Deputy Chairman of the provincial People’s Committee Dao Quang Khai to review and clear legal, administrative and land issues for stalled projects. The task force coordinates across departments and local authorities to remove procedural barriers and speed decisions.
Speaking at a conference in January, the Deputy Chairman Dao Quang Khai called for an urgent review and flexible application of regulations to remove obstacles facing projects.
He urged departments, agencies, local authorities and investors to closely coordinate on compensation and site clearance, and to step up communication and outreach to affected households to build consensus.
