The 16th National Assembly (NA) elected General Secretary of the Communist Party of Vietnam (CPV) Central Committee To Lam, a deputy to the 16th legislature, as State President for the 2026–2031 term at its first session on April 7.

Presenting a draft resolution on the election of the State President, NA General Secretary and Chairman of the NA Office Le Quang Manh stated that, based on the Constitution, relevant legal provisions and the official vote-counting record, the legislature resolved to elect Party General Secretary To Lam as State President.

The resolution was adopted via the electronic voting system with full support from all deputies present at the session. The result showed 495 out of 495 votes in favor, reflecting unanimous endorsement by the NA.

Following the vote, the swearing-in ceremony for the State President was held solemnly in accordance with constitutional provisions.

The newly-elected State President took the oath of office, pledging absolute loyalty to the Fatherland, the people and the Constitution of the Socialist Republic of Vietnam, and committing to fulfilling all duties entrusted by the Party, the State and the people.

Born on July 10, 1957, in Nghia Tru commune, Hung Yen province, comrade To Lam is a Professor of Security Sciences and holds a doctorate in law.

Over the course of his career, he has been a member of the Party Central Committee in the 11th, 12th, 13th and 14th tenures, and a member of the Party Central Committee’s Political Bureau in the 12th, 13th and 14th terms.

He has held key leadership positions, including State President and Chairman of the Council for National Defence and Security in 2024, Secretary of the Central Military Commission since August 2024, and Head of the Central Steering Committee for Prevention and Control of Corruption, Wastefulness and Negative Phenomena. He has also served as a deputy to the National Assembly in the 14th, 15th and 16th tenures.

National Election Council confirms eligibility of 16th National Assembly deputies

The National Election Council on March 27 issued Resolution No. 238/NQ-HĐBCQG, confirming that all 500 individuals elected as deputies to the 16th National Assembly meet the legal requirements to serve as deputies.

At a press conference on March 21, 2026, the National Election Council announced the composition of the 16th National Assembly, highlighting representation of women, ethnic minorities, non-Party members and younger deputies, as well as a high proportion of members with postgraduate qualifications.

 

Key milestones following National Assembly and People’s Council elections

On March 15, 2026, voters nationwide cast their ballots to elect deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term. After the vote, the National Election Council and local election committees continue key procedures to complete the electoral process in accordance with the law.

 

Digital map for 2026–2031 National Assembly and Hanoi People’s Council elections

To enhance public communication and promote digital transformation in election work, the Hanoi chapter of the Vietnam Fatherland Front has introduced a digital map of information on the election of deputies to the 16th National Assembly and the Hanoi People’s Council for the 2026–2031 term. The digital map helps expand the application of information technology and digital transformation in providing services and information to voters across the city.

 

Nationwide voting for 16th National Assembly, People’s Councils for 2026-2031 begins

According to the National Election Council, from 864 candidates, voters will elect 500 deputies to the 16th National Assembly (1.73 candidates per seat). For provincial-level People’s Councils, voters will elect 2,552 deputies from 4,217 candidates (1.65 candidates per seat). For commune-level People’s Councils, voters will elect 72,611 deputies from 120,873 candidates (1.66 candidates per seat).

On March 10, authorities responsible for compiling voter lists must resolve complaints concerning additions to voter rolls, no later than five days before election day.
