The 50 billion yen loan for the Green Transformation Programme is expected to be fully disbursed by December 2026.

The programme aims to support the Vietnamese Government in promoting green growth, advancing the green transition, and strengthening climate resilience through a combination of policy dialogue and financial assistance.

It is expected to contribute to macroeconomic stability and foster Viet Nam’s sustainable development amid the increasingly severe impacts of climate change.

Currently, more than 2,000 Japanese enterprises are operating in Viet Nam, making the country one of the most attractive destinations for business expansion in the ASEAN region.

Through the cooperation among Japanese companies engaged in green transition, green growth, climate change mitigation and disaster risk reduction, together with the Government of Viet Nam and relevant stakeholders, the programme is expected to make a meaningful contribution to the sustainable development of both countries.

Thanks to financial support and policy dialogue, Japan will assist Viet Nam in: improving institutional frameworks related to financial and investment incentives for green transition and green growth; developing policies to implement its Nationally Determined Contributions (NDCs); and promoting climate change adaptation measures, thereby supporting the achievement of Viet Nam’s climate action goals.

Based on key policy documents such as Viet Nam’s NDCs and the “National Green Growth Strategy for the 2021–2030 period, with a vision to 2050” (issued in 2021), the Government of Viet Nam and JICA will develop a policy matrix built around the three aforementioned pillars and implement financial support to enhance policies related to climate change response.
